How to Turn On Developer Mode on Chromebook 2023
Here are the steps to turn on Developer Mode on a Chromebook:
Restart your Chromebook and immediately start pressing the Esc and Refresh keys together.

Using the keyboard, select "Press Ctrl + D to Enable Developer Mode." This will start the Developer Mode setup.
Your Chromebook will restart and boot into a black screen with white text.
Enter your username and password. You'll likely be asked to re-enter your Google account password.
Agree to the warnings about enabling Developer Mode. This will disable some security features.
Your Chromebook will enable Developer Mode and restart.
You'll now have access to the Linux terminal and be able to install Linux applications. Google Play Store will also be enabled.
Note: Enabling Developer Mode will also disable some security features like verified boot and disk encryption. It essentially turns your Chromebook into a Linux laptop.
